( September 30, 2011) -- Freight-forwarders, the companies that receive and prepare packages for cargo shipment, are coming under intense scrutiny. On Sept. 28, six Japanese freight forwarders agreed to plead guilty and to pay criminal fines totaling $46.8 million for their roles in a conspiracy to fix certain fees in connection with the provision of freight forwarding services for air cargo shipments from Japan to the United States, according to the Justice Department.
